Bathroom Waterproof membrane, HELP PLS

Dear all the forummer I really need a help here

I have bought a house in Bandar Botanic Klang. I have been advised by a contractor friend to test my waterproof layer in both my bathroom at upstairs ( Double-storey House ). Therefore, I went to drainage part of my bathroom and filling my both bathroom with an inch depth water. The second day, I have recovered that there was a water-mark at my ground floor ceiling and even found in at the wall of my living room which is just underneath the bathroom. The watermark seems to sip into the wall and into my main switch box and has make a short-circuit to my electricity.

Luckily my house still under the defect liability, Then, I called the developer to fixed it. They came and said it is unlikely due to the waterproof layer. They commenting that i have filled my bathroom too much of water which was wrong technique in doing it. I heard from my friend that the waterproof membrane should be from ground up to about 3feet height to the wall?

I hope someone can help me here as I DUN WANNA TO HAVE TROUBLE AFTER MOVING IN.

The developer say I am wrong. Am i?
